Question about RWY operations on Malaga Airport

Hello,

I'm trying to understand the sequencing of the runway operations under the different regulations.

At the moment, I concern myself with the procedures of the Malaga Airport. Since 2012, it has the two runways 13/31 and 12/30. The angle between their centerlines is 14° and the smallest distance between the runways is 800m. According to the ICAO regulations, they should be indentified as near-parallel runways (because angle < 15°). Therefore I thought the dependencies for the operations would be the same in both directions.
But actually, that's not the fact: segregated operations in converging direction are dependent, operations in diverging direction independet. As I thought the runways would be considered as near-parallel, I assumed the regulations for parallel operations would be used.
Maybe someone could explain why my thoughts aren't correct.
