Unhappy GA Flying Banned IN UK?

Folks,

I've listened to Tony Blair's press conference on TV tonight several times and I am unsure if he has effectively banned all GA flying in the UK.

The latest NOTAMS off the NATS web site for the London FIR region states:-

Temporary restricted area. Owing to the international emergency
situation following terrorist attacks in the USA, Emergency
Restriction of Flying Regulations have been made by the
Secretary of State for Transport Local Government and the
Regions under Article 85 of the Air Navigation Order 2000
encompassing all UK land area and 12nms territorial waters.
Aircraft not operated under an Air Operators certificate or a
Police Air Operators Certificate (AOC/PAOC) shall not fly
into or take of from any place within the designated area
without the permission of the CAA Director of Airspace Policy
(The Delegated Emergency Controlling)
Contact telephone numbers 020 7453 6589, 020 7453 6588,
or 020 7453 6599
ATC units close to the incident area are requested to advise
acft on their frequencies of the contents of this notam.
All acft inflight that are affected areto land as soon as
possible

Presumably this means no GA flying of any type in the UK..???
