If the tanks get punctured or break apart, without combustion taking place, you will very quickly get a cloud of liquid droplets vaporizing and expanding very quickly, but this not enough to generate an explosion in the open.
If the tanks get punctured, could that be enough to cause the tanks themselves to fail structurally?
