The hours are not reset because the engine was only inspected. If they had bothered to change the bearings etc, then the engine would get a 0.0 TSO update. It is pretty common when TM decide to pull apart an engine for something like a hard landing, that the calendar is zero'd to 15yrs TR.
In my opinion it isn't a cost effective idea to tear down and build up but if you are a private owner then you are hard pressed to use all the 2800hrs on the engine modules regardless and the calendar issue is your biggest problem.
