Well said WWW - the audit would also help ensure quality and security within the training organisations, after the events of the last year many people will be wary of spending money anywhere.
Some form of tax relief would also help, however the previous NVQ scheme was massively abused. You should only gain tax relief for training if you make a commitment to becoming a commercial pilot, and if for no good reason you do not make it you should refund the tax back. When I did my PPL there was a 60 year old guy claiming NVQ who only wanted a PPL - crazy!!
