- no. Any such crane which infringes the obstacle clearance for any runway departure would be NOTAM'd and result in a reduced take-off weight allowance for that runway or a change in routing. If you are talking about a major loss of power after take-off ('stricken'?), then you really need to demolish all the buildings too just in case.
