That's mainly due to the Akamai distribution method not working very well.
Unlikely. Double unlikely if the eyeball ISP in question is Zen.

But if you care to PM me the details of the problems you feel exist with the Akamai distribution system, I'll be happy to quizz the guys from Akamai next time I see them.
