In the US the examiner will give you a hand-written but otherwise completely legal and valid PPL certificate right after a successful skills test, so you can start exercising the privileges straight away. So if you do the test on your birthday, you can start exercising the privileges the same day. And there are scores of youngsters who did just that. (The printed license will arrive a few days later.)

In the UK you will never beat that due to the turnaround time of the CAA. 3 days is not bad at all, but it will never beat the FAA system.
