Do aircraft manufacturers assume damp runway is wet?

I tend to agree with you here.

I think we will end up with;

1. DRY
2. WET
3. CONTAMINATED.

If its not DRY or CONTAMINATED, then runway must be WET. Damp runways will not exist.

Seems the way its going.
