AFAIK, the answer to your question is "No".
That said, some of the original joiners (
aka, the 'A' scalers) were, and / or are, able to claim for education fees that occur outside of the UAE, however I'm led to understand that FZ's Employment Contract now states that the education allowance will only be (
re)paid for education that takes place within the UAE (
and subject to proof of receipts as such). Basically the powers that be want to keep the money within the UAE.
