As it should be! A large proportion of cases so handled end up with an expensively trained professional rehabilitated and back at work in 6-12 months.

Hmmm.... not usually if the problem is long-standing. If someone has just been 'silly' then yes, slapped-wrist, and that doesn't need weeks, let alone 6/12 months. If someone needs 6/12 months it's not safe for them to be ATPL. Sorry, sad, but true - they should find some non-flying role to make use of their interest, training and experience, not the flight deck.
