I know it's a "rumour" network, but you better keep in mind the first word, which is "Professional"! So unless you wish to understand it as being a good source of " professionally tailored rumours", this should imply getting the information right before you start panicking with everybody around you!
Yes, there is an official decision to hire the local pilots with governmental funding, but it's not going to happen over night. GF will continue to hire them at a very slow monthly rate. Probably not more than 4 per month, which is almost the same hiring rate of local Second Officers under normal conditions at GF. So at the end of the day, the intention to hire those redundant locals has nothing to do with the downsizing plans or the layoffs among expat pilots.
