Reports suggest very poor wx in area, low vis, possibly below minimums for type (again according to some reports) - wonder if military safety oversight commitee is as questionable as the civilian safety oversight committee. Sad to hear of any loss of life which could have been avoided perhaps.
Aircraft flew from TSE to CIT according to report, and was on 4th orbit above airfield. There is some terrain to the north and east of the airport, but nothing too significant if you are following the approach plates, unless its another land-itis scenario, get it down on the ground as the senior border officials were on board.... don't know but just a guess imho.
