Not something you can disable, the op system is constantly writing to the hard disk. Check out the processes running in the background. NT w2k and xp will give you an idea by pressing ctrl-alt-del, can't remember off hand about earlier versions.
To get rid of it you can use an app called startup manager to prevent it starting or end it all to see whats running and shut it down. I don't use the first but end it all is a freeware app.
of course the above is assuming it's a file you should/can be deleting. Don't want to cause you to trash your pc
