Nigeria Navy A109 crash:Public policy,confused

Where do we draw the line on use of public aircraft for private ends? Was the burial of Douglas' father, a public function? At what level should the privilege cease? Should it go all the way down to heads of Nigeria's public departments, corporations and agencies? Prez Jonathan lost his brother recently. Use of public aircraft for his needs on this occasion, presumably, was okay. But Douglas? What's his position in Government anyway? Questions reflecting poorly on why the crash itself occured. Bloody shame. And we can expect the usual BS from them by way of explanations. May those who passed away, R.I.P
