A rough analogy would be a system that blows the wheels off a car and stops it by parachute or perhaps big iron anchors.
With respect, there are about as many valid scenarios for this being useful as the one you've suggested on a helicopter. Events when this would be an advantage over the conventional methods (ie autorotation or just fly it and land it) are so few and scarce, not to say far-fetched as to be all but non-existent in practice.
So, just no requirement.
