You're missing the point
If you join as a FTSO/NTSO, you will be a FO after line training is complete. The CTC lot arrives in Doha partially type rated. When they have finished line training they will be FO's. So no, they dont join as FO's, on day one. I think its a typo, or just integrated school/CTC marketing.
