Are you using Opera, or Opera Mini? Given that you are using an iPad I suspect its the Mini version
All the online help I can find indicates that Opera Mini does not support popups - which makes sense given the cloud-based rendering it uses.
Will the full Opera browser run on a iPad? If it will, try that
