Here is a plan.

E3D - scrap ac and send crews to NATO to fly the E3s they do not need.
SENTINEL - scrap as planned.
REAPER - UOR - scrap.
RJ - cancel.
SHADOW - UOR - scrap.

Close the ISTAR hub.

Savings will be considerable.
