Well if I had my way (or airline) - but either is relatively unlikely :
I would have a annual requirement for all pilots to spend at least a day/night shift in the tower / approach (radar) rooms and for all ATC Officers to take at least a double sector on the
JS.
Not a big deal in cost terms, but it would pay real dividends in so many ways.
