On leaving the RAF, my first employer’s facilities included a CAA-approved maintenance organisation and many of the S/E puddle-jumpers and some of the twins were air tests for renewals of CofA or Permit-to-Fly and many were only flown once or twice, so the numbers of types built up on the basis of getting in the Chief Engineer's good books and being approved by Darryl Stinton.
