None of the above points is accurate in the case of this collision. Pilots require ATC permission to operate within the ATZ (albeit in Class G airspace) and instructions are issued which, in effect, are modifications of that permission. Part of the aerodrome control service (the FIS) is to provide relevant traffic information; the point in my previous post was that the format and timing of this needs to be addressed and specified in more detail (IMHO of course).
