Because he is a Joint Officer (and you'd actually be hard pressed to find anyone more joint) so his office is a mix of services.
This presentation of medals in No3 Dress is all very Army. Whatever happened to medals being presented in No1 SD?
Does it matter what you're wearing? It's the format of the parade and the actual presentation, and the recognition of the hard work that is the important bit surely?
