If you do the maths it probably looks viable.
130,000 pax a year (BBC) @ £90 each (ave) = £11.7m. Throw in a couple of LG grants and development loans and you're generating well over £1m a month.
A couple of refurbished L1 Puma's wouldn't cost too much ....
