The USA does not need to get involved. just give Washington a notice that from 01/01/2014, no commercial flights within the Schengen area will be allowed by non EU registered aircraft.
But Ireland and the United Kingdom have not and are not required to implement Schengen while Iceland, Liechtenstein, Norway, Switzerland (EFTA)
European Free Trade Association - Wikipedia, the free encyclopedia are part of Schengen but not part of the EU. Then you have Bulgaria, Cyprus and Romania who are part of the EU but have yet to comply with Schengen. All very confusing to an American!
