Could be that the only ones signing are the crew that will have to work under the FTL, no one else cares.

I rather suspect a more concerted campaign by some of the cabin crew associations could have pushed the signature count up considerably but in my experience this whole debate doesn't seem to have produced a blip on their collective radar, though I'm happy to be corrected....
As for the general public - as long as they think the rule change means they will get a cheap ticket they really don't care.
