The only thing i can say is, on fuel scavenge systems, the pump does not run continuously as far as i am aware,
If the tank is empty, and the pump is running, theres a risk of sparking, igniting the fuel vapours, so it turns itself off by detecting a change in the density of the substance passing though it, so when air is passing though, it switches off.
