Harrier slots would have to be on exchange, possibly with the USMC. Whether that's actually possible after the navy shot itself in the foot by binning the excellent F/A2, is open to doubt.

It'll be a while before the new carriers are commissioned and even longer before they have any organic fast jets. Until then, it's helicopters only in the FAA.....
