I'm not sure of the current interpretation of "holding instrument privileges". It's possible FAA will take the position that you meet the requirements but are just not current, so don't give up. If you're using a training facility, contact them first; possibly talk to the DPE who'll be doing the checkride. Mike 777LR's advice is good, but I wouldn't open that can of worms unless I had to .
Now if the training center / DPE seems hesitant (i. e., they don't know for sure and won't admit same), talk to the specific FSDO who'll be processing the paperwork.
