snow ploughs in the desert

is anyone who's been kicking around the sandpit for a while able to attest to the veracity of this story: Abu Dhabi - Snow Ploughs in the Desert, by Graham Moss (1970)
the essence is that with the start of oil revenues in the 1960s, abu dhabi gazumped a prefab airport that was supposed to be bound for rural canada. when it arrived in the future uae capital, it included buildings with snow-shedding rooflines and two snowploughs.
Graham Moss claims direct involvement in the story as a boac employee rather than being one of the "this happened to a friend" or "a policeman told me in a pub" kind of tale.
It's from a collection of boac reminiscences.
I'd love to know the truth of this!
