Remember WPC issues RTR and DGCA issues FRTOL. To get FRTOL you need RTR. So yes, you are correct you need RTR then you can apply for FRTOL with DGCA. Be careful of your multi checks from Canada as they're only valid for 6 month! F#%K Me... I've been waiting for over a month to get FRTOL.
