Don't forget your cold air plenum is also feeding the avionics racks and electrical power dstribution panels - they need cold air to prevent overheating.
Not in the case of the 737NG. Air from the flight deck and E/E compartment is used for cooling, none of it comes directly from the pack or distribution system.
