Pilots are supposed to show integrity and repaying HECS debt is a moral duty
A persons integrity and moral constraints have nothing to do with their choice in aviation as a career. Maybe one day CASA will implement integrity and moral background check on pilots to qualify for a CPL. But until then it has nothing to do with it.
What is the difference from the hundreds of other graduates who are recruited by overseas companies or just choose to move after their degree?

Are you saying that anyone with a degree in any subject shouldn’t be allowed to move overseas until their HECS debt is paid first?
New Zealand offers an interest free loan scheme for students, however on moving abroad for work, interest rates are introduced to the loan at a pretty high rate. Maybe people posting here are suggesting something like that.
