I can tell you based on my experience both in the Phils and in the US (although the latter was pre-9/11). It is a pain to fly gen av in the Phils and most of the students I know take 18-24months to complete a CPL/ME/IR course that usually takes around 6months in the US. If I were in your shoes, I'd check the schools that offer the F1 visa which will allow you to instruct til you get your ATPL in the US (around 24months from start). I cannot comment about Canada but the weather up north is more fickle that's why So.Cal or Florida would be the wisest options IMHO. Good luck in your endeavor!
