Not sure which Ghana CAA you are talking about , maybe 10 years ago Cedis would get you approved, but not these days, from what I know, they are ok with Russain aircraft coming in on ad hoc charters, but not happy to have them based there in the country, plus they still have a ban on single engine aircraft for commercial operations based within Ghana. The DG is a very professional ex pilot, and a "brown envelope" will not get you approved there, if you make the criteria you will get approved , they are not the best CAA by far, but certainly making steps forward, they also have an ex FAA guy there, Jim, who is involved with improving standards and procedures. My hat goes off to the GCAA, they are improving
