On the day in question I've been told (from a reliable source) the following may have taken place...

On departing overhead, the aircraft tracked for a clear area between build up’s but did not have the performance to remain within the small confines of the clearing; alternative directions were restricted by traffic.

The Captain elected to hand fly the aircraft.

Whilst manoeuvring, the airspeed decayed. At one point a steep turn in excess of 35 degrees angle of bank was executed, and started to descend. During the recovery the aircraft entered cloud below lowersafe altitude.

During this time the OAT reduced into the icing range. Anti icing protection was selected on which resulted in stick shaker activation. This then prompted the Captain to instruct the First Officer to deselect the Ant icing protection! (Whilst still in icing conditions)...Situational awareness appeared to have been lost by the Captain so the FirstOfficer took over navigation as well as traffic separation and suggested a track outbound (away from the hill the Captain was aiming for). The Captain agreed and Anti icing protection turned back on. The stick shaker activated once again...

Sounds like incompetence by the captain inducing two stick shakers in IMC below LSA...

Maybe APNG didn’t give him a command for a good reason?
