Some AN-2s were built in Ukraine and others in Poland. Poland is in the EU so aircraft built in Poland can be certificated or permitted under EASA regulations. Aircraft built in Ukraine are of Soviet origin and do not have the correct paper trail so they can only be registered in countries which accept Soviet aircraft certification.

All of the AN-2s flying in Europe were built in Poland.
