They surely can not be as incompetent as MOD Abbey Wood. I also do not call £459.4 billion/ $720 billion a small amount of money. In the UK we could get at least two aircraft carriers with two aircraft for each one.

I suspect your proposed date of 2025 is going to be more realistic.
