IIRC the requirement to be able to put "Captain" before your name is to be promoted to the rank of Captain in the Navy. The army rank is too low to count, unless you are Mark Phillips
For pilots it is an honourific - other people can call you that out of respect, but anybody who calls
themselves captain is a bit of a Rimmer...
