True version slightly different,
No new expansion in excess of aircraft already ordered.
Quite a big difference. Lots more a/c coming this year.

The tug issue is interesting.
Ever since (and even before) coming to Hong Kong, I was told this country is one of the most business friendly and de-regulated nations on earth.

What a load of codswallop!

The CAD are as rigid and inflexible as a Third World state regulator, demanding a 4 month training course for tug drivers FFS.

Ah - but that's proper regulation you may say.
Fair enough.
But the Business Regulation in HKG is also far from Liberal.
Apparently some sort of 'franchise licence' is needed to operate a handling agency at HKIA. And guess what? You can't get one.
Cathay have that sewn up.

De-regulated, my ass. Its another typical ex-British jungle of red-tape, and Civil Servants on power trips.
Reminds me a lot of India in fact.
