No, that's exactly what it does NOT mean....

If you hold an ATPL and wish to obtain an SEP(Sea) Class Rating, your FI(A) needs to hold seaplane instructional privileges. Whether or not he/she holds a PPL, CPL or ATPL is immaterial.
