I'd go for Leading Edge... run by ex-airforce cols and bgens, instructors top class and they'll get you done in well less than a year. Ground School and sim in Manila, flying in San Fernando, La Union. They have experience of CAAP licence conversions also from FAA, JAA etc.

Regarding your other questions... depends on your plans for the future. Probably best to do the Rating in the Phils (in which case... should you not opt or go with CebuPac, you've really got only one choice at Clark). For initial license (CPL/IR) issue If you intend to go back to US at some point, it may be better to get an FAA licence and convert to CAAP... as it will be harder to do the other way. You'll be looking at P1.5-2Mill for initial licence and then P1.5Mill for Rating (although think CebuPac and Air Asia pay for rating) in the Philippines.

Philippines is definitely a good place to be for jobs at the moment (if you have dual nationality).
