The AAIB does not have presidence over the police in the civi world.
From memory in the event of a crash.
1. Preservation of life
2. Secure aircraft and limit further damage.
3. Police
4. AAIB
5. Airfield restoration.
To the point that pax/crew will be arrested if they attempt to leave the scene.
