Generally when one converts a licence and associated endorsements you need the original to be valid. I converted my Canadian CPL and a lapsed IFR to JAA. Had to go to Canada and renew the Canadian IFR before undertaking the conversion of it in the UK. However if you're applying for a whole new Canadian on its own right then it might be a different issue? I see from another thread you mention PRO IFR in CZBB, they might have the answers or call Transport Canada.

I'm sure you are aware that you could transfer any valid JAA type rating and accomplish the Canadian ATPL skill test and IFR skill test if doing an LPC in Canada on a current type.
