Ok, but if you descend to your MORA, and you suddenly don't have any Radio Navigation or contact with ATC, that would not be a good idea either?
As MORA does not guarantee you either! Only MEA guarantees you this!
The way I see it, I might be wrong, but you would want to use MORA as absolute lowest altitude you want to descend to, but no good if you are not able to navigate or have contact with ATC!
