I for one don't think any decision has been made regarding EI/EIR to BHD, proper details would have been leaked before now
Jim Fitzpatrick's BBC report last month was the result of "proper details" being "leaked". Any report by a journalist which contains phrases such as "the BBC understands" contains facts given to the journalist during an off the record briefing. An off the record briefing is another name for a "leak". I've no doubt his report will prove extremely accurate when the details of the move are finally revealed.
