no you can't give the orals before the written.
as for the rest, i did not find any questions from keith william in the last radio aids paper. they weren't from oxford either but if your concepts are clear you need not worry.
i don't think dgca issues any thing as frozen ATPL or even recognizes this for the matter. i'm not very sure about this though, someone here can probably let us know.
