Couple of issues at play here.
First off - WAT does not have a CAT2 approach, so if rvr is below CAT1 minima then off on a divert you go.
With 2 a/c in ORK if one developes a problem which downgrades it CAT2 capabilities then off on a divert you go.
If there is a newly upgraded skipper, they may be restricted with increased minima so unable to carry out a CAT2 approach. Not ideal but that's crewing issues for ya. ....................And off on a divert you go
