1) Yes as u said, last you flew was in 2009 so you need to do BFR
2) Yes you can do your recency in India. these are the only flying schools approved by DGCA have a look at it

Yes You would require FRTO(you have to submit your RTR along with some docs to DGCA and in 1 month or less time they will issue you FRTO &
you require an SPL also(this you will get from flight school)
you might have to give technical specific xam also Im not sure about this

3) Yes DGCA do verify with the schools
Dont know about Karnal Flight school and the 5hours on ME to get Indian CPL
