(my guess, English Language Assesment). This has to be done for everyone who is not from an English speaking country, how ever they can only do a certain number of these for each course and when the amount of places were reduced they didn't have a chance to fit mine in as well. Thismeant I was pushed to January while some people from the UK was put on the July course (since they did not need an ELA).
A guy that started a year ago or so had that problem. Probably they want to avoid having 2 people that speak the same native language in the same course??
